Spencer Ross was born on 24 June 1924 in Goondiwindi, Queensland, Australia as the fourth child of Alexander Herbert Ross and Mary Emma May Hockey. He had three siblings, namely: William Charles, Alexander Henry Percy, and Mary Elsie May.

He enrolled in the military at Newmarket, Brisbane, Queensland, Australia and served between 10 July 1942–11 January 1949. He was a Private in 1 FD Bakery. His military service number was QX53417.

Spencer died on 18 August 2000 in Brisbane, Queensland, Australia, age 76.
