Urban Search and Rescue a multi-agency operation. Fire & Rescue NSW is the legislated agency responsible for the State of New South Wales, but many services combine during the operations.

All emergency service agencies may provide Category 1 USAR rescuers. It is impossible to list all of these agencies and organisations that will combine in times of need at local incidents, but the following agencies may be significantly involved.
