You can do a lot in W98 with the addition of free software. Below are some of the programmes that I use and like.
There are no links but Google should find them for you.

1-4a Rename Solves any
re-naming problem. Just the tool to rename files sequentially in date
order for burning to CD
Scanner Recorder No sound,
no record so good for recording from old tapes etc.
Rad Video Tools Converts
digital camera .MOV files to .AVI for editing and can do lots and lots
of other stuff.
Smartvid Converts .AVI movie files to MOV --It actually HAS a Windows interface but it likes short filenames.
Nvu (V0.7 not V0.8) An easy to use WYSIWYG Html editor.
Pegasus Mail A professional mail programme.
Text Magician Very handy text file manipulations. I use it to convert to all lower case for SayPad.
SayPad Converts a text file into MP3 or wave. Can split the file at chapters automatically.
Cdex CD ripper and Mp3 encoder front end.
Fastencc Converts a wave file into MP3. I like it for voice at 32kbps. It is command line driven but works with Cdex as an external encoder.
Wilbur Indexes my files. For instant searches using " " & | ^ * ? > < It looks inside ZIP, OpenOffice and MHT and heaps of other files. Fantastic.
Pdftotext Convert PDF files to text also used by Wilbur to search inside PDF files
FileNote Right click on a file to add a note with the same name.
StatCounter Wow! counts web page visits and MORE.
USDA Food search What is in what you eat.
EasyCleaner Keeps my computer free of accumulated rubbish
File Targets Right click then pick a folder to copy to from a favorites list
2xExplorer 2 view panes, Bookmarks and Folder data. A must have.
1ST Quickres Change screen resolution with hotkey and preserves icon layout on return
ISYS Hindsite Indexes the words in every web page you have visited so you can find the site later
JAlbum Make and upload photo albums
HTTrack Slurp down all of a website so you can digest it later
VirtualDub Video Editor
Exifer Get at (and put back after an edit) all that data inside an image
