California Department Of Education - A new study reveals that California Department of Education’s traditionally lowest performing public schools is limited to a pool of seventy with 90,000 students between them.
But the analysis of California Department of Education’s worst schools - serving mostly low income and minority children - shows that the same seventy are failing every single year with lno sign of improvement, while other schools in the system with bad track records are improving.
The intensive study into the California Department of Education’s record was carried out by the Centre for Education Research Outcomes, an education research and policy evaluation center at Stanford University’s Hoover Institution.
The research - headed by Dr Margaret Raymond - differs greatly from recent findings by No Child Left Behind that claimed at least twenty-percent of California Department of Education public schools are in need of Program Improvement.
Dr Raymond said: "these schools are unresponsive to accountability. They have shown no signs of progress when it comes to addressing the educational growth achievement of their students as measured by the state’s Academic Performance Index, which is a school-level composite of student achievement test scores."
The study into Californian public school quality said that the chronically failing seventy - while proportionately a small fraction of schools within the California Department of Education’s jurisdiction - have jeopardized the education of their students over years of proven failure that have not been affected by efforts to improve the system.
These schools and the children they serve need "immediate and dramatic" intervention, says the report. Past programs have not been effective in stimulating improvement in this group of underperforming schools. And, even though new approaches are underway, it is unlikely that all efforts will be successful.
The CERO conclusion is blunt: California Department of Education should work with districts to prepare contingency plans for closing or direct take-over of these schools.
