Kuala Lumpur Texis---taxis. There are taxis everywhere in Kuala Lumpur. Over 3000 of them in the city alone. Flagfall is 40c and the fare across the city (10--15 minutes) is between $2 and $3 even in rush hour.
Roads in Kuala Lumpur are superb, freeways and expressways cross the city on several levels, and there were few holdups. Taxis charging more than by the meter is supposed to be illegal, but they all try it. When you stop a taxi in Kuala Lumpur, you must ask "To xxx by meter". They will say "No meter---too rainy, or too busy. I'll do it for xx" (usually 2 or 3 times the meter price). Walk away and try the next one---they're never more than a few seconds apart. Often they'll beckon you in after you say "No---meter only". Some won't. About half will drive on meter, half won't. I always found that once you settle either a price or "By meter" they would stick to that honestly, provided you sit in the front and keep an eye on the meter. You get to know the price after a while, so sometimes I would say a price a bit over the metered price rather than wait for the next one. It's still ridiculously cheap. A difference of $1 would usually bring huge smiles of delight. I never paid more than $7. That was for the trip to Sunway Pyramid resort, about 20 minutes from the hotel. Kuala Lumpur taxis are all identical, local Protons which look like old Ford Escorts. I found the drivers were always courteous, chatty and keen to know all about Australia. Most spoke good to passable English.
